Provincial Lottery Platforms vs Private Operators: Two Ways to Play Legally in Canada

Online casino play in Canada is offered through two very different channels: the platforms run by provincial lottery corporations and, in Ontario only, private operators licensed by the province. Both are legal, but they are structured, taxed and supervised in different ways.

Provincial platforms

Every province except Ontario channels online gambling through a single operator owned by the government, such as PlayNow in British Columbia, Espacejeux in Quebec or PlayAlberta. Profits flow to the provincial treasury, the game catalogue is curated by the corporation, and player protection rules are set internally rather than by a separate regulator.

The Ontario model

Since April 2022 Ontario has allowed private companies to operate under a licence from the Alcohol and Gaming Commission and a commercial agreement with iGaming Ontario. Dozens of brands compete, the province takes a share of revenue, and an independent regulator enforces standards on advertising, game fairness and responsible gambling. The provincial OLG platform continues to operate alongside them.

What differs for the player

Private operators tend to offer wider game libraries and promotions, while provincial platforms rarely advertise bonuses at all. Dispute handling also differs: in Ontario complaints can be escalated to the regulator, whereas elsewhere the lottery corporation is both operator and final arbiter.

Sites that hold neither a provincial mandate nor an Ontario licence operate outside Canadian law, and a player on them has no domestic recourse if something goes wrong.
